Senior Project Manager and Electronics Engineer, MSc and MBA, with more than 25 years of international experience in water utility management, operations, automation and digital transformation across Europe, the Middle East, Africa, the United States and Latin America.

My expertise includes SCADA/DCS, PLC/RTU systems, instrumentation, IoT/IIoT, smart metering and AMI/MDM, DMA and non-revenue water management, GIS, EPANET-based hydraulic modelling, digital twins, AI/ML analytics, predictive maintenance, energy efficiency and asset management.

I have led and supervised projects involving water treatment plants, pumping stations and distribution networks, working with organisations including the World Bank, IDB, National Water Company of Saudi Arabia, NTMWD and SEDAPAL.

I can contribute to project leadership, utility operational requirements, technical architecture, SCADA and IT/OT integration, pilot implementation, commissioning, performance validation, replication and capacity building.

Topic 3. Smart, Secure and Adaptive Water Infrastructures for Sustainable Water Management

I am seeking to join an existing or forming Water4All 2026 consortium under Topic 3, particularly projects focused on smart water networks, AI-enabled digital twins, SCADA and IoT integration, smart metering, leakage and NRW reduction, pressure and pumping optimisation, energy efficiency and predictive asset management.

I can lead or support a work package connecting research and digital technologies with the operational requirements of water utilities. My contribution may include system architecture, utility requirements, field deployment, SCADA/IT-OT integration, operational data analysis, commissioning, performance assessment, demonstration and capacity building.

I bring the perspective of both a water utility manager and an international project director, with experience taking solutions from planning and engineering through implementation, commissioning and operations.

I am based in Spain, available to contribute immediately and interested in participating through Smart Water Institute, currently under incorporation, or through another eligible consortium organisation.
