Kartex is a specialized consultancy operating at the intersection of geopolitical risk, territorial intelligence, and strategic cartography. We act as an analytical partner for EU consortia, specializing in structuring socio-political complexity, mapping multi-scalar governance friction, and building prospective scenarios to ensure policy uptake and institutional feasibility in water management.

We can contribute to the project: 1) mapping stakeholder configurations, power dynamics, and regulatory conflicts across transboundary basins and urban water systems, 2) assessing sociodemographic, governance, and political risks to build prospective operational scenarios for adaptive water infrastructure 3) creating analytical GIS mapping, interactive spatial databases, and network dashboards to translate technical data into policy-relevant visual narratives.

Some of our recent relevant water projects are:
1) Urban Water Sector (Spain, 2025-2026). Executing a strategic and territorial intelligence project for an urban water cycle operator, integrated into the national strategy of the PERTE for water cycle digitalization.
2) Tajo-Segura Transfer (Spain, 2025): Assessing regulatory risk scenarios and territorial rivalries derived from the EU Water Framework Directive.
Water Governance & Quality Studies (USA, 2023-2025): Analysis of socio-economic determinants, regulatory shifts, and governance responses to lead infrastructure and water stress.
Topic 4. Resilient Water Systems Through Systemic Change, Policy Coherence and Inclusive Governance
Kartex seeks to join a project consortium addressing Topic 4 to bridge the gap between technical water models and real-world policy implementation. Our participation strengthens the proposal's risk management, provides solid baseline context, and guarantees realistic, policy-coherent impact pathways.

Technical innovations in water management frequently face non-technical bottlenecks (such as fragmented institutional frameworks, regulatory misalignments, community friction, and competing transboundary or regional interests). Our motivation is to provide the social sciences, geographical, and risk analytics needed to ensure that the project's sustainable water solutions are institutionally coherent, socially acceptable, and resilient to political dynamics.

Kartex is interested in leading a dedicated WP focused on socio-political diagnostics, dtakeholder mapping, scenario-based stress testing, or policy-facing dissemination.
