Independent researcher and lead author of a 2026 peer-reviewed publication in Risk Analysis introducing a governance-focused Bow Tie risk assessment framework for evaluating water scarcity and emerging technology risks.

My research focuses on water governance, policy coherence, institutional fragmentation, risk assessment, stakeholder engagement, and science-policy interfaces. The framework was applied to carbon capture and water stress in Colorado and was designed to support local and regional governments facing complex water-management challenges.

Current work includes exploring applications of the framework to emerging water-intensive infrastructure, including data centers and other technologies that create cross-sector pressures on water, energy, land-use, and governance systems.

I am interested in joining interdisciplinary projects focused on water scarcity, resilience, governance, and sustainable water management under conditions of environmental change and emerging resource demands.

My research explores how governance systems identify, evaluate, and respond to water-related risks that emerge across institutional boundaries. In a recent peer-reviewed publication in Risk Analysis, I developed a governance-focused Bow Tie risk assessment framework to help local and regional decision-makers identify risks, governance gaps, and opportunities for intervention in complex water systems. The framework was applied to carbon capture and water stress in Colorado but was designed to support decision-making across a wide range of emerging water-intensive technologies and infrastructure systems.

A particular area of interest is how water management decisions affect future beneficial use, long-term resilience, and adaptive capacity. While water management often focuses on withdrawals, conservation, efficiency, and supply, I am interested in understanding how governance systems preserve future opportunities within shared water resources and how risks and benefits are distributed across communities, sectors, and ecosystems.
